Thailand's MOU recruitment arrangements for workers from Myanmar, Laos and Cambodia depend on employer demand approval, authorised recruitment procedures and nationality-specific documentation. They are distinct from professional Non-B recruitment and from temporary regularisation measures announced for particular worker groups.
Availability, recruitment channels and documentary arrangements can change by nationality and official announcement. A worker already in Thailand may not be eligible to use the same process as a worker recruited abroad, and an identity document alone does not establish permission to work.
What we handle
- Assess employer demand and the applicable recruitment channel.
- Review nationality-specific identity and recruitment records.
- Coordinate entry, health and work-permit requirements.
- Plan renewals and lawful employer-change procedures.
How the process works

Step 3
Recruitment and entry
Coordinate approved worker records, contracts and entry documentation.
Step 4
Employment compliance
Check work permits, required health arrangements and continuing employer duties.

Why are applications refused, and how do we prepare?
| Common refusal reason | How we prepare |
|---|---|
| The recruitment channel does not apply to the worker's nationality or current status | We check current nationality-specific announcements and distinguish MOU recruitment from temporary registration measures. |
| Employer approvals or worker identity records do not match | We reconcile demand approvals, worker lists, contracts and accepted travel documentation. |
Counsel's note
Check current Department of Employment announcements separately for each nationality and worker cohort. Do not treat a temporary registration measure, border document or pending application as general permission to work.
